As Parliamentary Secretary for International Development, Celina played a pivotal role in shaping and promoting Canada's groundbreaking Feminist International Assistance Policy. Her work helped introduce this progressive approach to the world, prioritizing gender equality, women's empowerment, and sustainable development. Through this role, Celina left an indelible mark on Canada’s global standing as a leader in inclusive and equitable development policies.

Celina’s national bestseller, Can You Hear Me Now?, chronicles her deeply personal journey as a Black woman navigating the highs and lows of Canadian politics. The book resonates globally, offering inspiration and insight into resilience, leadership, and breaking barriers. Through this work, Celina has amplified the voices of Black women and sparked meaningful conversations about representation and systemic change.

As a Senior Advisor for Cultural Transformation and Strategic Initiatives at Queen’s University, Celina developed and implemented strategies to enhance equity, diversity, and inclusion within the Faculty of Health Sciences. By fostering systemic change and prioritizing the recruitment and retention of Black learners, Celina has contributed to shaping a more inclusive and representative academic landscape.

Celina’s introduction of Bill C-468 addressed the systemic underrepresentation of Black employees in senior roles within the federal public service. This bill became instrumental evidence in the landmark billion-dollar Black Class Action Lawsuit against the Government of Canada. By championing this legislation, Celina not only highlighted systemic inequities but also contributed to the broader fight for racial justice and institutional accountability.

As Co-Chair of the National Population Health Study on Neurological Conditions, Celina co-authored Mapping Connections, Canada’s first comprehensive study of the scope, impact, and risk factors of 14 neurological conditions. Her work influenced critical policy changes, including tax credits for caregivers, improving the quality of life for individuals and families impacted by neurological conditions worldwide.

As a Member of Parliament, Celina’s unwavering commitment to mental health awareness contributed to a $5 billion investment in youth mental health services and the historic recognition of Black communities in Canada’s federal budget. These efforts continue to have a profound and lasting impact, improving the lives of Canadians by enhancing access to mental health resources, reducing stigma, and fostering a more inclusive and equitable support system for those in need.
